President Bola Ahmed Tinubu has unveiled three major intervention programmes valued at more than $3.05 billion, aimed at strengthening human capital development, supporting vulnerable communities and accelerating Nigeria’s economic recovery.

The programmes, launched on Thursday at the State House Conference Centre in Abuja, include the Nigeria Community Action for Resilience and Economic Stimulus Additional Financing (NG-CARES AF), the Solutions for Internally Displaced and Host Communities (SOLID) initiative, and the Human Capital Opportunities for Prosperity and Equity (HOPE) programmes comprising HOPE-GOV, HOPE-PHC and HOPE-EDU.

Delivering the President’s keynote address, the Minister of Finance and Coordinating Minister of the Economy, Tawio Oyedele, described the initiatives as a major step in implementing the Tinubu administration’s Renewed Hope Agenda.

He said the programmes are designed to support smallholder farmers and small businesses, improve primary healthcare and education, strengthen governance, and provide infrastructure and livelihood opportunities for internally displaced persons and their host communities.

According to Tinubu, the $1.25 billion NG-CARES Additional Financing programme, supported by the World Bank, will expand assistance to farmers and small and medium-sized enterprises, while the $300 million SOLID programme is intended to bridge humanitarian interventions with long-term development through investments in displaced communities.

The President noted that the reforms introduced by his administration are beginning to yield positive outcomes, citing improvements in economic growth, stronger foreign reserves and moderating inflation.

“These are not just programmes. They are promises kept. Under our Renewed Hope Agenda, we came into office pledging to reform the economy, secure the nation and invest in our people.

Today, we act on that pledge by protecting the vulnerable, empowering communities and building the human capital that will carry Nigeria forward,” Tinubu said.

He added that the initiatives are central to the government’s broader ambition of building a $1 trillion economy by 2030.
“Positive results are emerging from our reforms. Robust growth is returning.

Confidence is rising. But that progress must be felt in every household, not just in national statistics. Real prosperity means no Nigerian is left behind on our journey to a US$1 trillion economy by 2030,” he stated.

Tinubu explained that the Renewed Hope Development Plan (2026–2030) provides the framework for translating macroeconomic stability into tangible improvements in living standards across the country.

He described NG-CARES AF as a World Bank-backed programme focused on enhancing the productivity of smallholder farmers and boosting the operations of small businesses.

On the SOLID programme, the President said the initiative would address the challenges facing internally displaced persons and host communities by investing in infrastructure, livelihoods and essential social services.

“This is how we rebuild not only homes but also hope,” he said.

Tinubu further highlighted the significance of the HOPE programme, which has a combined value of $1.5 billion and focuses on strengthening governance, primary healthcare and foundational education.

“Through HOPE-GOV, HOPE-PHC and HOPE-EDU, we will strengthen primary healthcare, improve foundational learning in public schools, support teachers and build more transparent and effective governance at the ward level,” he said.

The President reiterated his administration’s commitment to reducing poverty, improving access to quality education and healthcare, and equipping communities to withstand economic and social shocks.

“We are building a Nigeria where extreme poverty is eliminated, where every child has access to quality education and healthcare, and where every community is equipped to withstand adversity and recover stronger. That is our vision. That is our promise,” he added.

He formally launched the NG-CARES Additional Financing, the HOPE programmes and the SOLID initiative, describing them as critical tools for driving inclusive growth and improving the welfare of millions of Nigerians.
